Kansas Energy Office Background Jim Ploger, Energy Manger at the Kansas Corporation Commission and longtime member of the Energy Services Coalition, has made good use of Energy Services Coalition resources in developing Kansas’ Performance Contracting Program. To start this process, Jim requested performance contracting workshops from the Rebuild America Program. These were initially provided by the Rebuild America Financial Services Group and later by the Energy Services Coalition. Armed with this information, stakeholders in performance contracting in Kansas gathered and developed consensus for performance contracting enabling legislation that was included in the governor’s legislative package and was passed unanimously by the Kansas Legislature in 2002. In need of marketing materials, Jim contacted Linda Smith, fellow ESC member and manager of the performance contracting program of the Colorado Governor’s Office of Energy Management. Linda gave Jim the marketing materials developed for Colorado, which were quickly converted to Kansas’ marketing materials. (A generic version of these materials that can be used by any state are also available from the ESC.) The state of Kansas carried out a competitive process to select a short list of ESCOs that can work with state facilities to develop and negotiate performance contracting projects. This is a simplified version of the procurement process used by FEMP. Examples of the documents for this type of procurement process are available from the ESC.
