Beginning with the passage of "enabling
legislation" in the 2000 Legislative Session (KSA
75-37,125), along with the establishment of low interest bond
financing through the Facility Conservation Improvement Program
(FCIP) and Kansas Development Finance Authority (KDFA), and the
establishment of a Kansas "Super ESCO" program
(pre-qualifying ESCOs for state agencies), nearly half of state
owned square footage is now being made more energy efficient
through the use of energy savings performance contracting.
The achievement numbers are phenomenal. Covering nearly 21
million square feet, with a estimated payback of 10.8 years, the
projects underway are estimated to save nearly $7.2 million
annually in energy costs for the state of Kansas:

Both Dale Worley, Kansas FCIP Manager, and Jim Ploger, Energy
Manger at the Kansas Corporation Commission, have made major
contributions to these achievements. Jim Ploger believes that
the Energy Service Coalition (ESC) was key to the development
and expansion of Kansas’ performance contracting program and
achievements.
