Pittsburgh's Housing Authority to save over $4 million in energy and utility costs through partnership with Custom Energy

The Housing Authority of the City of Pittsburgh (HACP) will implement a comprehensive energy services performance contract with Custom Energy. The energy services company is assisting the HACP by executing an energy plan designed to significantly reduce energy consumption and save the Authority more than $4 million over the next ten years.

Under the contract, the HACP will benefit from several energy conservation measures in eight of its public housing communities. The energy plan will include a lighting retrofit, water conservation measures and installation of radiator control valves, boiler controls and domestic hot water temperature controls. These measures will increase the efficiency of energy operations throughout the communities, while saving energy and utility consumption and improving tenant comfort. In addition, Custom Energy will be monitoring energy usage throughout the term of the contract. This will ensure that the HACP receives the maximum energy savings possible, while maintaining peak system performance.

"We are very excited about the partnership we have formed with Custom Energy," said Harvey Young, Chief Operating Officer of HACP. "This project will create a unique balance between tenant comfort and energy efficiency cost savings for our communities. As a result, this is a classic win/win situation for both the Housing Authority and our tenants. In addition, this project is financed by the anticipated cost savings, resulting in a net no-cost opportunity that benefits everyone involved."

"The HACP has had a long-standing commitment to address energy conservation and environmental concerns," said Joseph Hudak, Business Development Associate with Custom Energy. "Through this energy plan, they are able to improve tenant comfort while conserving natural resources."

With construction projected to begin in April 2002, implementation of the HACP energy plan will improve the communities' infrastructure in a number of ways. Water conservation measures throughout the communities involved will improve water delivery while conserving water usage. A lighting retrofit will improve light levels of building interior common areas at various locations of the communities. Heating consistency will also be achieved through radiator and boiler controls installation.

"Tenant comfort issues remained at the forefront of HACP goals," said Hudak. The ability to implement the energy plan without the use of capital funds also played a major role in the selection of energy efficient technologies geared toward making the communities more environmentally-friendly."
