Loans	The Building Energy Conservation Initiative (BECI) is the Governor's initiative to analyze state buildings for energy and resource conservation opportunities and to implement energy and resource conservation measures where economically feasible. To provide financing for the construction and implementation of building improvements, the State has established a Master Lease Program. A Master Lease Financing Agreement is an "umbrella" lease arrangement for the implementation of equipment and services. Individual energy conservation projects are funded through project specific leases and are appended to the Master Financing Agreement. A line of credit of up to $25 million to be utilized over a period up to 3 years is available to State agencies to implement energy and resource efficient building improvements. The repayment of the financing debt will be paid from the cost savings derived from the installation of the energy and resource conservation measures.
