DOE, ESC, NAESCO, NASEO, NCSL Partner to Accelerate ESPC
The Energy Services Coalition (ESC) is launching a new initiative to accelerate energy savings performance contracting funded by the U.S. Department of Energy. Under the initiative, a landmark multi-organizational effort between the Energy Services Coalition (ESC), National Association of State Energy Officials (NASEO), National Association of Energy Services Companies (NAESCO), and the National Conference of State Legislatures (NCSL) was formed to deliver an innovative program to overcome market barriers and accelerate the use of guaranteed energy savings performance contracting (ESPC). The ESC will accomplish this goal through the following five actions:
bullet Encourage, engage, and guide the creation or expansion of state chapters committed to advancing ESPC in their respective states or territories;
bullet Provide the Coalition’s proven set of tools (e.g., model contracts, procurement methods, analyses) to all committed and interested states and State Energy Offices;
bullet Deliver one-on-one expert assistance to State Energy Offices via ESPC state technical support liaisons, as well as State Energy Office peer-to-peer technical assistance;
bullet Deliver a model for an accelerated ESPC program and self-sustaining state based program funding mechanism; and
bullet Create a web based, self-reporting metric system to refine and “true-up” state-by-state and national results to reward success and encourage action.
