Establish a program to provide ongoing support to facility owners
doing performance contracting projects. This involves an oversight
agreement with pre-qualified ESCOs and an MOU with facility owners, to
set expectations for both parties. It also involves third-party
technical assistance and rigorous processes in monitoring and
verification and commissioning.
