Chapter Mission
The mission of the West Virginia Chapter of the Energy Services
Coalition is to increase the implementation in West Virginia of energy
efficiency and building upgrades through energy savings performance
contracting. The Energy Services Coalition is a national non-profit
organization composed of a network of experts from a wide range of
organizations working together at the state and local level to increase
energy efficiency and building upgrades through energy savings
performance contracting
What is Energy Performance Contracting?
West Virginia State Code authorizes public entities and county boards
of education to pursue energy conservation programs that will provide
long term operating and energy cost reduction.
Energy Performance Contracts provide an option for county school
systems and other public entities to pay for much needed facility
improvements by providing a guarantee of energy savings which can be
used to pay for the facility improvements; in other words, the energy
savings project creates a revenue stream in the current operating budget
which is used to pay for the energy savings project over time. The link
