Performance Contracting in Colorado

Since 1990, the Governor’s Energy Office (GEO) has been very actively involved in educating about performance contracting and providing services to help state and local governments with implementation. Legislation is in place that codifies the process for state and local governments to use performance contracts. Executive orders by Governor Owens in 2003 and by Governor Ritter in 2007 require state departments to implement performance contracting projects.
