Richard Self
Energy Section Chief

Richard Self has been the Energy Section Chief for the Public Sector in the State Energy Office since 2009.  Overall responsibilities include Performance Contracting, Utility Savings Initiative in State Facilities and ARRA grants in the public sector.
 
Mr. Self’s background includes 30 years of service as a City and County Manager for several jurisdictions in North Carolina; three years of governmental performance contracting with an ESCo; and consulting work with local governments in the area of organizational structure.   He holds a BS/BA in Accounting from Lenoir Rhyne University and a Master of Political Science (MPA) from the University of North Carolina at Chapel Hill.  He is an ICMA Credentialed Manager and maintains strong communication links with state and local government leaders in North Carolina.
 
Primary responsibilities at the SEO include collaborating with stakeholders to improve energy efficiency in governmental facilities.  Regularly meets with councils/commissioners/trustees to educate and apprise them of performance contracting opportunities.  Assist non-state entities in evaluating and following the PC process.  ARRA responsibilities include program management, staff administration, site visits, consultations, compliance determination, regular correspondence with DOE on status of approximately 400 grants, and transition planning for the completion of ARRA projects.  He also participates in long-range planning for the office, participates in the senior management team, mentors employees, researching new funding opportunities for the office including QECB and TVA settlement.
