Douglas Dahle Douglas is a Senior Program Manager for the National Renewable Energy Laboratory in Golden, CO. Since 1992 his duties have been to provide advice, consultation and technical support to the Department of Energy's Office of Federal Energy Management Programs (FEMP) in assisting Federal agency implementation of Energy Savings Performance Contracts and other innovative financing mechanisms for energy efficiency and renewable energy projects. He’s also the principal technical advisor to DOE FEMP for legislative and regulatory improvements and continuous improvement of federal performance contracting business practices. Douglas is the NREL team lead in developing analyses and reports on “Assessment of Renewable Energy Potential for Public Lands” for BLM and US Forest Service to increase access to public lands for renewable energy production by private sector. Prior to working for the National Renewable Energy Laboratory of Colorado, Douglas spent the years of 1978-86 at the Naval Civil Engineering Laboratory, working as a Mechanical Engineer and a research project engineer in energy and mechanical design for Navy facilities. He then spent the years of 1986-92 at Naval Facilities Engineering Command HQ working as a Program Manager. As program manager he was responsible for development of the U.S. Navy's Energy Savings Performance Contracting Program and coordinated Navy-wide policy and procedures to participate in Utility Demand Side Management programs. He is in the National Society of Professional Engineers (NSPE), the National Association of Energy Service Companies (NAESCO), has been a Chairman on the NAESCO Public Sector Advisory Board and has been a Board Member and Executive Committee Member for the Energy Services Coalition since 2000. Douglas has a B.S. in Mechanical Engineering from Stanford University and is a Licensed Professional Engineer in the State of Virginia. |
